As the city developed, the fields and lakes that had previously been able to retain rainwater became fewer, and during heavy rainfall, even in areas with well-developed sewer systems, the amount of rainwater concentrated in low-lying areas exceeded the system's capacity to handle it, causing flood damage. Urban flooding is serious in the southeastern part of the city, so the Naniwa Great Floodway was constructed as a fundamental solution. (Total length 12.2 km, maximum inner diameter 6.5 m) The Suminoe Drainage Station was constructed to drain the rainwater collected in this main waterway into the Sumiyoshi River.
